Background & Philosophy


Thacher Associates’ founding principals, Thomas D. ("Toby") Thacher II and Joseph DeLuca, each spent nearly 20 years in law enforcement prior to founding the firm, including with the Manhattan District Attorney's Office and the Office of the New York State Attorney General. Immediately prior to founding the firm, they created the integrity risk-management program at the New York City School Construction Authority ("SCA"), where Mr. Thacher served as the Inspector General. In that capacity, Mr. Thacher and Mr. DeLuca were described in the national media as pioneers in developing one of the most successful and comprehensive background screening programs ever developed in the public sector. Their work allowed the City to recover over $20 million and prevented the loss of tens of millions more.

Building on this resounding success, in 1996, Mr. Thacher and Mr. DeLuca founded Thacher Associates to make available to both the public and private sectors the many investigative strategies they had developed for businesses to protect themselves from corruption.
